A Three Horizons Approach to Systems Change Assessment
Why Future-First Evaluation?
Can an evaluation start with a structured inquiry of the future rather than looking back into the past? We say “yes, absolutely”—and created Future-First Evaluation to prove it.
Conventional evaluation is backward-looking. It asks whether a program followed its original plan. While this works for predictable, linear projects, it fails systems change work—where the goal isn't assessing fidelity to old rules but reorienting a system through bold imagination, narrative shifting, and disciplined innovation. Future oriented evaluation is patient, realizing that innovations or ambitious interventions may not yield clear or decisively good outcomes in the short term. What is important is such interventions are diverse and imaginative, and that there is a strong, healthy network of relationships to scaffold change.
A Different Core Question
Future-First Evaluation shifts the core question from "Did this program work?" to "Is this system decisively shifting in favor of a desired alternative future?"
This reorientation changes two key dynamics:

Focus on the whole portfolio: Grants and initiatives are evaluated for their strategic contribution to the broader system trajectory, not in isolated silos.

Forward-looking orientation: Structured, participatory imagination becomes a central data source alongside historical evidence.
The Three Horizons and Three D's
We anchor our methodology across two axes: the 3 Horizons framework and 3 D's inspired by systems and innovation theories. Think of them as the warp (vertical) and weft (horizontal) threads on a loom, coming together to form a coherent pattern of change. The 3 horizons explore whether the system is trending towards reinforcing the status quo (Horizon 1) or if the disruptions and breakthroughs within it (Horizon 2) are birthing a markedly different (and better) future (Horizon 3). Meanwhile, the 3 D's assess the Divergence of interventions from the status quo; the Diversity of interventions across multiple sectors and systems change mechanism types; and the potential Diffusion of ideas as measured by the presence of a dense, healthy network of relationships.

Horizon 3 (The Future — Ideation as Data)
Captures visionary goals and divergent future scenarios directly from stakeholders to establish a normative direction.
Horizon 2 (The Shift — Diagnostic Sorting)
Analyze present-day innovations and policy shifts to determine whether they actively build the future system or merely patch the old one.
Horizon 1 (The Baseline — Systemic Patterns)
Map dominant status-quo forces to uncover structural intertia, path dependencies, and resistance to change.
